Humber Recruitment are pleased to be resourcing three Highway Roadworkers for a valued new client of ours to be based in Grimsby.
General Overview:
The individual will be part of a team that has responsibility for the maintenance of the highway to ensure it is safe for all users of the network and the wider community, having regard to the core objectives of safety, serviceability and sustainability.
Key Accountabilities:
The role will focus on the following requirements:
- Erection and removal of traffic management in accordance with the Safety at Streetworks and Roadworks Code of Practice.
- Driving of highway vehicles and tippers, subject to license, training and competency.
- The safe operation of powered plant and equipment, subject to license, training and competency, such as compaction equipment, masonry cutters, floor saws, breakers, pedestrian-operated rollers and all ancillary equipment and tools appropriate to highway operations. Driving of specialist ride-on plant, including telescopic handlers and forklift trucks, subject to license, training and competency.
- Mixing, laying, levelling, spreading, compaction of bituminous materials, mortars, cements and concretes.ng of precast concrete kerbs, slabs, concrete block or sett paving.
- Erection, fixing, cleaning and dismantling of highway street furniture, including traffic sign posts, non-illuminated signs, guard railing, fencing and nameplates.
- The reconstruction of inspection chambers, catchpits and road gullies and the adjustment of gratings, covers and ironwork.
- Accurate completion of records, including time sheets, daily work records, vehicle inspection sheets, and driver’s hours records.
- Be available for emergency attendance and standby, subject to license, training and competency, including civil emergencies, flooding, road traffic accidents, damage to the public highway and winter service.
- Operate within the policies, systems and business plans of Asset Management and the Client.
- To deliver all works with compliance to Client’s Safety, Health, Environmental & Quality (SHEQ) standards and policies in line with ISO 18001 (Health & Safety), 14001 (Environmental) & ISO 9001 (Quality).
- Undertake such other duties as may be reasonably expected of a Highway Roadworker.
Impact:
The client is required to undertake effective and systematic regimes of inspection, assessment and maintenance of the highway network to ensure the local authority discharges its statutory duty under the Highways Act 1980. Working in a small team, the post holder will be responsible, on a daily basis, for carrying out all types of reactive maintenance works on the public highway to ensure it is safe for highway users.
Complexity:
The role requires individuals to work in a construction environment which is, in the main, on the highway network. This can include working on all categories of roads and pedestrian walkways. Individuals will be required to load materials on their vehicle before leaving the depot. On arrival at the location of works, the individual will be required undertake a dynamic risk assessment and establish traffic management arrangements to provide a safe working environment. The working environment is open to all elements of weather and is physical by nature.

Qualifications or Required Experience:
Essential:
- Applicants should preferably be able to demonstrate a level of competency in construction-type activities, although training will be provided to suitable applicants.
- Applicants must be prepared to work outdoors in a physically demanding environment and systematically and maintain accurate records.
- Applicants must be self-motivated and be able to work unsupervised.
- Applicants must be able to demonstrate a commitment to continuous professional development.
- Flexible to meet the needs of the service including participation in the out of hours emergency rota where required.
- Adaptable to change and new ways of working
- Applicants should preferably hold Category C driving licence and Driver CPC Qualification and have experience of driving highway tipper vehicles.
Desirable:
- Applicants should preferably hold a City and Guilds Streetworks Operative Accreditation or be trained to Chapter 8 Traffic Signing and Guarding although training will be provided to suitable applicants.
Development:
The client recognises that individuals should be provided with the opportunity for development. There are four levels for the roadworkers role which provide individuals to be employed, dependant of their skills, qualifications and experience and be provided with further career development opportunities.
The four levels are:
- Roadworker Level 1 – Prepared to undertake a programme of training and mentoring and carry out works in a physically demanding environment. Able to operate powered plant under supervision and subject to licence.
- Roadworker Level 2 – Minimum 1 year construction and hold all essential qualifications and skills, including Streetworks Accreditation. Must have a flexible approach to work and be able to fully support out of hours emergencies. Competent in construction activities including paving, bituminous works, erection of street furniture, and signs, and small drainage works. Competent to drive vehicles up to 3.5 tonnes and an understanding of COSHH Regulations, Risk Assessments and Safe Working Methods.
- Roadworker Level 3 – Minimum 3 years construction experience and hold all desirable and essential qualifications and skills of a Roadworker 2. Competent to drive vehicles up to 7.5 tonnes and be able to mentor colleagues in construction activities including paving, bituminous works, erection of street furniture signs, drainage repairs.
- Roadworker Level 4 – Minimum 5 years construction experience and hold all desirable and essential qualifications and skills of a Roadworker 2. Must have a flexible approach to work and be able to fully support out of hours emergencies. A good knowledge of Health and Safety Procedures and COSHH Legislation. Competent and able to mentor colleagues in construction activities including paving, bituminous works, erection of street furniture signs, drainage repairs. Candidates should hold a Category C licence and be able to support the winter gritting standby rota and call out if required.
