Purpose of the Role:

The post holder will lead, plan and manage the Spatial Planning team, which deals with the preparation of development plans, supporting evidence base documents, and associated planning policy documents for the Client. This role is to support the wider planning service, to ensure that it delivers a first-class service and fully contributes to delivering sustainable development and growth in the area.

Main Responsibilities

  1. The post holder will lead, direct and manage the team and progress work on:
    • The formulation of planning policies and their justification through robust evidence
    • Preparing for and undertaking consultation and engagement activities, including attendance at public meetings
    • Liaison with senior council officers and members regarding delivering the council’s new Local Plan
    • Preparation of evidence for, and attendance at, public examinations, inquiries and appeals as required.
  2. Lead in the coordination, development, and maintenance of the local plan for North East Lincolnshire which sets the planning policies against which planning decisions are made and is required by statute.
  3. As part of the planning service senior management team, work closely with other teams across the service in providing leadership, professional development and expertise to support regeneration and economic growth projects.
  4. Negotiation with private sector developers regarding development and investment opportunities to secure major investment in the local area.
  5. Lead in the preparation of responses to public consultations including those issued by Government and local authorities.
  6. Work in a collaborative manner across a broad range of environmental and socio-economic disciplines.
  7. Collect, analyse and interpret evidence including statistical data to meet statutory requirement for local planning.
  8. Lead in the preparation of statutory and non-statutory planning policy documents, including Authority Monitoring Report and statement of housing land supply, working closely with others and coordinating statistical analysis to inform
  9. Work closely with other officers to prepare statutory documents including Authority Monitoring Reports and statements of housing land supply.
  10. Assisting in the development of any schemes, projects or strategies directly associated with regeneration and economic growth.
  11. Undertake such other duties as may be reasonably expected at this level

Experience Essential or Desirable Measured
·         Providing professional expertise on town planning Essential A/I
·         Development and implementation of planning policies and strategies Essential A/I
·         Experience in stakeholder relationship management and able to demonstrate an understanding of organisational needs. Essential A/I
·         Experience of the preparation of evidence for and appearing as a witness at development plan examinations Essential A/I
·         Experience in using Geographical Information Systems (GIS) and database creation and maintenance Essential A
·         Leading, motivating and developing others Essential A/I
Knowledge Essential or Desirable Measured
·         Extensive knowledge of town and country planning legislation, the development process, and statistical methodology Essential A/I
·         Practical understanding of the complex requirements of development programmes and the prioritisation of needs, in order to develop the local area and meet community need Essential A/I
·       Knowledge of data analysis techniques which can be applied across a broad and complex range of environmental and social-economic disciplines. Essential A

·         Chartered member of the Royal Town Planning Institute (RTPI) or the ability to gain chartered membership E A
