Humber Recruitment are pleased to be resourcing an Interim Strategic Lead for Network, Traffic and Transport Management for a valued new client of ours to be based in Grimsby.

 

Purpose of the Role:

We are seeking a highly motivated and experienced Strategic Lead to join our dynamic team. In this role, you will be responsible for overseeing the strategic planning, development, and implementation of all the traffic and transport initiatives across the network.

You will lead the development of the Local Transport Plan strategy, collaborating closely with the Combined Authority and securing investment for North East Lincolnshire to achieve outcomes in line with the Client’s plan.

Your leadership will play a crucial role in enhancing all activities on our network, improving accessibility, and ensuring sustainable practices. You will collaborate with various stakeholders, including Councillors, local communities, and contractors, to identify key areas for enhancement, innovation and improvement.

The ideal candidate will possess exceptional analytical and problem-solving skills, combined with a strong understanding of the related policies and trends. Your ability to build relationships and facilitate discussions will be vital in driving forward initiatives that meet the Client’s transport needs while aligning with broader organisational goals. As a Strategic Lead, you will also be responsible for reporting on progress, challenges, and opportunities to senior management, ensuring transparency and accountability throughout the process. Main Responsibilities

  1. Lead a multi-disciplinary group of staff to deliver functions in street works, traffic, road safety and transport.
  2. Provide leadership and support to ensure a community-based approach to the delivery of the traffic and transport service, improving elected member and community satisfaction.
  3. Respond to and report on complex traffic and transport issues and provide expert advice and guidance on what traffic and transport improvements can be achieved within budgetary, best practice and legislative constraints.
  4. Provide a local community focus for all traffic and transport activity, identifying, prioritising and commissioning delivery to ensure contract compliance, quality and value for money.
  5. Develop strategic relationships with a wide range of partners. Working collaboratively with key stakeholders (internal and external), to develop strong and effective relationships and deliver desired outcomes.
  6. Maximising business opportunities through convincing business cases, showing value for money and efficiency savings and supporting teams to deliver.
  7. Develop and deliver innovative solutions to address the net zero aspiration, including strategies for decarbonisation and sustainable transport.
  8. Collaborating with the Greater Lincolnshire Mayoral Combined Authority to maximise the relationship and our areas opportunities.
  9. Horizon scan to identify, scope out, critically evaluate, influence and develop external funding opportunities and innovative ways of working where change is needed in the work of the service, particularly as a result of new or amended national law, policy and practice.
  10. Undertake such other duties as may be reasonably expected at this level.
  11. Champion a safety-first approach for all staff and work sites.

Employee Specification

Experience Essential or Desirable Measured
·        Significant experience within a Local Transport Authority or similar setting, with a comprehensive understanding of local transport governance, regulations, and operations. Essential A/I
·        Proven track record of providing strategic leadership and direction, with a demonstrable ability to build, develop and inspire high-performing teams. Essential A
·        Proven record of developing innovative solutions to address net zero, including strategies for decarbonisation and sustainable transport. Essential A
·        Experience of developing, presenting and implementing transport strategies. Essential A
Knowledge Essential or Desirable Measured
·        Excellent Knowledge of traffic and transport related legislation, delivery, and best practice. Essential A/I
·        Excellent relationship management skills with experience of working and negotiating with community representatives and delivery partners. Essential A/I
·        Knowledge of the strategic transport implications of development proposals, ensuring alignment with local and regional transport objectives and sustainability goals. Essential A/I
·        An understanding of the enabling role of transport in delivering the economic growth ambitions and future transport demands. Essential A/I
Skills and Abilities Essential or Desirable Measured
·        Excellent relationship management skills with experience of working and negotiating with community representatives and delivery partners. Essential A/I

Training and Qualifications Essential or Desirable Measured
·       Minimum of level 6 qualification (or equivalent experience) in a technical appropriate subject, with demonstrable experience to post qualifying level Essential A

·       Member of professional body (IHE/ ICE/ IHT etc) Essential A
