Purpose of the Role:
To provide a professional Civil Engineering design and management service for Highway and Transformation projects and contribute to project teams.
Lead and manage a portfolio for design for all projects for the Local Transport Grant funding allocation within Highways and Transportation. Lead Civil Engineer for the delivery from inception to finalisation. This role will incorporate all project streams for Highways, Traffic and Transportation for the improvement of the Client’s assets from project development and concept through to delivery and evaluation to achieve the Client’s ‘Stronger Economy’ and Stronger Communities priorities and deliver the outcomes of the Local Plan.
The role will involve working closely with other members of the team and with the wider team within Places and Community working with a variety of internal and external stakeholders, on a range of projects.
Main Responsibilities
- The design, procurement, and contract administration of a range of highway, civil and structural engineering projects
- Investigate technical problems, develop feasibility studies, and outline designs including the evaluation of options, assessment of financial viability and compilation of reports.
- As the functional lead, you will demonstrate that you are commercially aware, have a working knowledge of NEC contracts, and can effectively manage the risks associated with contracts and health and safety.
- Leading and manage the highways design projects ensuring quality, safety, and compliance with standards.
- Lead aspects of the design process. The designer must have extensive knowledge of the materials and technologies, plant and equipment, mathematical models and computer aided design which contribute to the efficient and effective achievement of defined outputs and outcomes. The post holder must apply that knowledge directly and guide and mentor junior engineers who may have less detailed knowledge and experience.
- Work with the Project Executive to engaged in project delivery ensuring effective quality management and adherence to the project plan.
- Contribute to project budgetary control and to ensuring milestones and targets are met.
- Work with the Project Executive to prepare tenders and contract documents for major and minor highway works in line with the Client’s Procurement Rules.
- Undertake risk assessments during both the design and construction phases of a project and for the undertaking surveys and inspections.
- Contribute to the development of public consultation exercises at various phases of a project and present complex technical information in a manner which the public can understand.
- Lead and manage the procurement of works and services in line with the Client’s procurement rules.
- Preparation and presentation of reports to the relevant officer, partner and member boards and other meetings.
- Assist with writing and submitting funding applications.
- Manage the preparation and submission of planning applications if required.
- Collaborate with colleagues, partners, statutory organisations, and utility companies to create and negotiate solutions to project issues.
- Undertake any such other duties as may be expected at this level.
